Senate Bill 165 was a very intrusive piece of legislation that would have caused
process servers much distress and the possibility of being put in jail based on
the word of an unhappy recipient of process had it not been killed by industry
watchdogs and concerned legislators.

The engrossed version is the bill after it was revised. This version is even
more intrusive than the introduced version.
The bill currently being prepared will be very similar to the above two versions
of SB 165. These bills are nothing like the simple certification program that is
currently in effect giving process servers the statewide authority they wanted.
This is exactly why Texas Process Watch was created; to prevent the
certification program from being transformed into full-blown licensing by a
small group of special interest individuals.
The request for funding for the PSRB is only an excuse to once again try to
force unnecessary and intrusive over-regulation down the throats of the private
process servers of Texas.
